
A technical review is conducted when a manufacturer, which does not meet the standards for self-certification capability, requests a performance testing institute to assure that its vehicles are produced, assembled or imported on paper in terms of safety standards to self-certify them on behalf of the manufacturer. This review is implemented on the authority of the following:
- Item 3, Article 30 of the Vehicle Management Act
- Article 35 of the Enforcement Rule of the Vehicle Management Act
- Article 6 of the Regulation on Tips of Vehicle Self-Certification
With the vehicles that complete the technical review, safety inspection is implemented to check whether they are in accord with description on the document and they violate safety standards on the authority of the followings:
- Item 3, Article 30 of the Vehicle Management Act
- Article 3 and 6 of the Regulation on Tips of Vehicle Self-Certification
As a designated official certification testing institute on emissions and noise of individually-imported vehicles, KATRI provides emissions tests, accelerated driving noise tests, emissions noise tests and horn test services.

To improve the air pollution of metropolitan areas, special counter plans was established in February 2003 and the Special Act of Air Environment Improvement in Metropolitan Area has been implemented since January 1, 2005. Accordingly, KATRI is appointed as an official certification testing institute and provides certification test services on emissions reducing devices.

Crash cushions refer to facilities that absorb an off-lane vehicle's shock energy to make it stop before it crashes into a structure on the road and to correct its driving direction and help it return to its own driving lane. Their performance and functions are tested with actual vehicles.


The main purpose of a safety barrier is to prevent the vehicles that run off a normal driving path from leaving the road, large lane or sidewalk and at the same time, to reduce passengers' injury and vehicles' damage to a minimum and have those vehicles go back to normal proceeding direction. Additionally, they induce drivers' sight and discourage pedestrians' illegal crossing. Their performance is tested with actual vehicles.
